There have been questions about homeowners' ability to pull building permits. Per the Mayor's Office & the official Nashville Long-Term Recovery Team, the homeowner can be his/her own contractor and can pull their own building permit therefore allowing volunteer work-crews to help with the labor involved. Licensed electricians, plumbers and such should be used and codes inspections followed. But volunteer crews can help with other items like drywalling, etc. - just get the inspectors to approve each phase as you go along. Exceptions to this policy are: If the damage to a house created more than 50% loss or if the house is in a flood way, the permit will be placed on hold to allow time to work through specific contractor requirements related to that unique situation.
Metro codes is making allowances so that Electrical Systems can be restored to your home's pre-flood conditions, and not necessarily up to current codes. (It is recommend that you get written confirmation of that as you go along with your codes inspector to ensure what has been communicated from the Mayor's office is consistent with what has been communicated to your inspector.)
Keep receipts of where/how you spend any FEMA money you receive. These receipts can help you secure future grants and loan moneys by providing proof of actual expenses versus continuing need.
